Abstract

Purpose

This paper seeks to examine two humanitarian information coordination bodies. The goals of both coordination bodies are the same, to find mechanisms for multiple organizations, engaged in humanitarian relief, to coordinate efforts around information technology and management. Despite the similarity in goals, each coordination body has taken a different path, one toward defining the problem and solution in a more technical sense and the other as defining the problem and solution as more organizational in nature.

Design/methodology/approach

The paper develops case studies of two coordinating bodies using qualitative methodologies.

Findings

The data suggest that coordination bodies which pursue problems requiring low levels of organizational change are more likely to have visible successes. Coordination bodies that pursue a more challenging agenda, one that aims for information management or management of information technology in ways that require organizational change, are likely to face greater challenges and experience more failures.

Research limitations/implications

The paper only examines two coordination bodies at one point in time thus claims can not be made about all coordination bodies and all information coordination efforts.

Originality/value

In a time where coordination bodies are seen as an answer to the problem of information sharing during disasters, it is essential to gain understanding concerning the success of these efforts.

Purpose

This paper aims to develop a greater understanding of international telecommunications policy diffusion through preliminary, qualitative analysis of an expected utility model. The model is tested through analyses of diffusion of spectrum license allocation policies within and between regions.

Design/methodology/approach

A qualitative comparative case method is used. Cases are developed from secondary data from the European Union and South America, and analyzed at the national and regional levels.

Findings

The results suggest: the expected utility model can be used for in‐depth qualitative analyses to compare effects of various diffusion mechanisms; diffusion of spectrum license allocation policies at the regional level was more strongly driven by a policy's likely effectiveness, as compared to potential payoffs for policymakers; and conversely, at the national level diffusion was driven by both payoffs for the policymakers and likely policy effectiveness.

Originality/value

The two academic contributions of the paper are its expansion of a unified policy diffusion model to simultaneously account for regional and national levels of governance, as well as for technological change and its application in the telecommunications domain. Practical contributions include providing a framework for systematic analysis of a telecommunications policy's benefits for the public as well as policymakers.

Abstract

Purpose

Helping others use information and communication technologies (ICTs), such as mobile phones, can be beneficial for individuals and communities. In urban refugee communities, displaced and living far from home, collective behaviors with mobile phones can generate a sense of belonging. The purpose of this paper is to explore the potential for these offline behaviors to generate a sense of community among urban refugees.

Design/methodology/approach

Using quantitative evidence, the authors examined the relationship between collective behaviors, such as sharing or helping with a mobile phone, and sense of community. The authors analyzed survey data collected from urban refugees in Rwanda via multiple regression to test hypotheses related to the impact of collective behaviors on sense of community, as well as the mediating role of ICT self-efficacy and gender.

Findings

The findings suggest that collective behaviors with mobile phones have a positive relationship with sense of community, driven primarily by providing assistance as compared to sharing. ICT self-efficacy was positively related to sense of community. However, collective behaviors' impacts differed by gender, suggesting that social dynamics influence this relationship.

Originality/value

While the extant literature highlights the various roles of mobile phones in refugees' lives, less is known about the social aspects of use and its potential to help overcome isolation by fostering a sense of community. The authors extend this literature to a novel context (urban refugees in the Global South), testing a model that incorporates other factors that may play a role (e.g. self-efficacy and gender). These findings are valuable to urban refugees, due to difficulties in re-building a sense of community and increased ICT access.

Abstract

Purpose

The purpose of this paper is to show that, while in many low income countries inefficient regulatory regimes have been blamed for impeding ICT market development, Tanzania constitutes a remarkable exception. This study aims to identify the organizational and contextual factors that have enabled the Tanzanian Communications Regulatory Agency (TCRA) to implement innovative regulations, including a fully converged licensing framework as the first country on the continent, and how subsequently these regulations have influenced market development.

Design/methodology/approach

The analysis is based on case study data gathered through 20 face‐to‐face interviews in 2006 as well as secondary data gathered from government documents, news reports and company web sites.

Findings

The research finds that the market developments and regulatory innovations were due in part to Tanzania's Communications Regulatory Authority (TCRA)'s high level of autonomy, afforded by independent funding mechanisms and lack of capacity of the Ministry, which pressed the regulator to play a greater role in policy making than is found in other countries. Further, TCRA's significant internal focus on capacity building has also enabled strong regulatory governance.

Practical implications

The results provide further evidence of the role that institutional endowments and regulatory governance play in fostering policy reform.

Originality/value

The research examines regulatory innovations in a region typically associated with regulatory inefficiencies. It identifies institutional factors and subsequently shows how in a very low income country they may be conducive to effective regulatory governance and market development.
